When a mechanic removes the lower radiator hose to replace or to put in a new thermostat can water get on ABS?

The radiator water has no bearing on the fact you're having a problem with the ABS. I think the battery short is the proper place to start. Possibly there's a bad fuse or burned wire from the short. Good luck.
