My lawn is mostly weeds, should I seed or sod?

My backyard is almost all weeds now. I live in Central California and am wondering if I should seed or sod. My concerns on seeding are birds, there are a lot of them aroun d my house, will they eat the seed. My concern on Sod is the overall cost. We are a one income family and the dollar is stretched pretty tight. Any ideas or suggestions?
